received in the office of the Central III, Mumbai on
9th October, 2003. The Scrutiny was done on 29th
December, 2003. There is no explanation for the
delay between this period. File was sent to the
Ministry of law after 16th January, 2004 and the
Appeal was filed on 29th August, 2005 that is after
one and half years after the file was sent by the
Ministry of law. In our opinion the cause shown
would not amount to sufficient cause. Hence Motion
dismissed.
