The petitioner has approached this Court by way of present writ petition under Articles 226/227 of the Constitution of India for issuance of a writ in the nature of mandamus directing the respondents to handover the possession of goods which according to the petitioner were taken over by the respondent Department at the time of dispossession of the petitioner from Shop of M/s Sood Traders, Kashmiri Bazar, Hoshiarpur on 29.07.1989.
2.On query being put to learned counsel for the petitioner that he has approached this Court after more than two decades, learned counsel for the petitioner candidly admitted that there is no justifiable explanation for the long inordinate delay of more than twenty three years in approaching this Court. Accordingly, we do not find any ground to entertain the petition and the same is dismissed.
