When the matter is taken-up for hearing, the learned StandingCounsel for the respondents fairly submitted that the appeal of thepetitioner will be disposed of, by the first respondent, within the timestipulated by this Court. As far as stay is concerned, the petitioner canmove such application before the second respondent, who is the competentauthority to decide such issue. On such filing of the application, thesame will be considered by the said authority. 3.
