In addition to reiterating the various contentions urged in the memorandum of petition and referring to the material on record, learned counsel for the petitioner submits that the appeal pending before the concerned respondent Nos.1 and 2 / Appellate Authority filed by the petitioner has not been disposed of so far and as such, the petitioner is before this Court by way of the present petition. 4. Per contra, learned counsel for the respondents submits that there is no merit in the petition and that the same is liable to be dismissed. 5. Though several contentions have been urged by both sides in support of their respective claims, having regard to the undisputed fact that the appeal before the respondent Nos.1 and 2 has not been disposed of so far, without expressing any opinion on the merits / demerits of the rival contentions, I deem it just and appropriate to dispose of the petition directing the concerned respondent Nos.1 and 2 to dispose of the appeal pending before it as expeditiously as possible. 4. Per contra, learned counsel for the respondents submits that there is no merit in the petition and that the same is liable to be dismissed. 5.
