The said financial year has sinceexpired, therefore the challenge to the impugned order is rendered academic. 2.In view of the above, we dispose of the present petition. 3.We clarify that all rights and contentions of the parties are reserved. Thepetitioner would not be precluded from challenging a similar order for furtheryears on the grounds as set out in the present petition and this order is not to beconstrued as dispositive of any of the grounds of challenge as raised by thepetitioner.
