State Government Securities Auction Nov 2026 - Tax Implications

By EaseValue Tax Team, Chartered Accountants Published 06 Nov 2026 7 min read

What Happened?

The Reserve Bank of India has announced an auction of State Government Securities (SGS) worth ₹29,050 Crore across 12 states and union territories on November 9, 2026. This includes both new securities and re-issued securities with varying tenors ranging from 4 years to 23 years. Competitive and non-competitive bids will be accepted through the E-Kuber system between 10:30 AM and 11:30 AM, with results announced the same day and payment settlement on November 11, 2026.

Background & Legal Context

State Government Securities are debt instruments issued by state governments to raise funds for infrastructure and developmental projects. From an income tax perspective, interest income earned on these securities is governed by the Income Tax Act, 2025.

Key Tax Provisions Applicable to SGS Investments:

  • Interest Income Classification: Interest earned on State Government Securities is classified as "Income from Other Sources" under Section 56 of the Income Tax Act, 2025. This is the primary section determining how this income is taxed.
  • Tax Deduction at Source (TDS): As per Section 194A of the Income Tax Act, 2025, TDS is NOT deductible on interest paid by State Governments on securities issued by them. This is a major benefit for investors as they receive the full interest amount without any tax deduction.
  • Applicability to Individuals and HUFs: Both individual investors and Hindu Undivided Families (HUFs) can invest in SGS. The interest income must be declared in their tax returns and taxed as per their applicable income tax slab rates.
  • Corporate Tax Treatment: For companies and firms, interest income on SGS is taxed as business income under the relevant head of income and subject to applicable corporate tax rates and surcharge provisions.
  • Non-Resident Indians (NRIs): NRIs investing in SGS through repatriation route will have interest income taxed at 20% TDS under applicable provisions, unless covered under tax treaty benefits.

What Does This Mean for You?

For Individual Investors:

If you are planning to invest in this auction, here's what you need to understand from a taxation perspective:

  • No TDS on Interest: The major advantage is that the interest earned on SGS will be credited to your bank account without any tax deduction. You receive 100% of the interest amount declared by the issuing state government.
  • Income Tax Liability: However, this interest income must be reported in your Income Tax Return (ITR) for the assessment year (AY 2026-27 for income earned in FY 2025-26). The income will be taxed as per your applicable income tax slab rate—which could be 0%, 5%, 20%, 30%, or 43% depending on your total income.
  • Example Calculation: If you invest ₹10 lakh in SGS at 7.8% interest per annum, you will earn ₹78,000 annually. This ₹78,000 will be added to your total income. If you fall in the 20% tax bracket, you'll pay ₹15,600 as income tax on this interest. However, no TDS is deducted at source, so you must plan for this tax liability during assessment.
  • Investment Limit Consideration: Individual investors can bid up to 1% of the notified amount for a single bid per stock. This is a regulatory limit, not a tax limit. From a tax planning perspective, SGS investments do not have any special exemption or limit under Section 80C or other savings provisions of Income Tax Act, 2025.

For Seniors (Age 60+):

Senior citizens face no special tax treatment on SGS interest under the Income Tax Act, 2025. The standard assessment provisions apply. However, if your total income is within the exemption limit for senior citizens (currently higher than general taxpayers), you may not need to file an ITR.

For Corporations and Firms:

Business entities investing in SGS will classify this interest as income and subject it to corporate income tax rates (currently 20% to 25% depending on turnover) plus applicable surcharge and education cess. Interest income does not qualify for exemption under Section 10 of Income Tax Act, 2025.

For Banks and Financial Institutions:

These investments contribute to the Statutory Liquidity Ratio (SLR) requirement under Section 24 of the Banking Regulation Act, 1949. While this is regulatory compliance, the interest income remains taxable as per standard provisions.

What Should You Do Now?

Before Investing:

  • Calculate Your Tax Liability: Estimate your total income for AY 2026-27 and determine which tax bracket you fall into. Calculate the post-tax return on SGS investment considering the interest rate and your marginal tax rate.
  • Compare with Other Instruments: Compare SGS returns with tax-advantaged investments like National Saving Certificates (which offer tax deduction under Section 80C) or Senior Citizen Savings Scheme if applicable.
  • Maintain Records: Keep copies of your successful bid confirmations, allotment letters, and interest payment statements. These are essential for filing your ITR.
  • Register on E-Kuber or Retail Direct: Individual investors can participate through the Retail Direct portal. Ensure your KYC (Know Your Customer) details are complete and verified.

During Investment:

  • Bid Planning: For competitive bids, submit between 10:30 AM – 11:30 AM. For non-competitive bids, submit between 10:30 AM – 11:00 AM on November 9, 2026. Non-competitive bidding guarantees allotment at the RBI-determined rate.
  • Minimum Investment: The minimum investment is ₹10,000 and in multiples of ₹10,000 thereafter. Plan your allocation accordingly.

After Allotment:

  • ITR Filing: When filing your ITR for AY 2026-27, disclose all SGS interest income under "Income from Other Sources" (Section 56). Provide details of the security, interest rate, and interest received during the financial year.
  • Interest Payment Tracking: Interest on new SGS will be paid half-yearly on May 11 and November 11. Track these payments and reconcile with the interest statements provided by RBI Regional Offices.
  • Maturity Planning: These securities mature between 2029 and 2051. Plan for maturity proceeds to be reinvested or used as per your financial goals. The repayment at maturity is not a taxable event (it's a return of principal), but any gains from selling before maturity are capital gains, taxable under Section 48 of Income Tax Act, 2025.

Key Takeaways

  • No TDS Benefit: Interest income on State Government Securities is NOT subject to TDS deduction, so you receive the full declared interest amount.
  • Mandatory ITR Disclosure: Despite no TDS, interest income must be reported in your ITR and taxed as per your applicable income tax slab rate under Section 56 of Income Tax Act, 2025.
  • Assessment Year AY 2026-27: Interest earned in FY 2025-26 (April 2025 to March 2026) will be assessed in AY 2026-27 (filed before July 31, 2026).
  • Capital Gains on Premature Exit: If you sell SGS before maturity, any profit/loss is treated as capital gains/losses under Section 48 and taxed accordingly. Hold-to-maturity strategy avoids this complexity.
  • Investment Limit: Individual investors are limited to 1% of the notified amount per bid per security (regulatory limit), but this doesn't restrict how much you can invest across different securities.
